Ignoring Democratic opposition, ABC's Morrell claimed Bush is...

On the January 21 edition of ABC's World News Sunday , ABC News White House correspondent Geoff Morrell stated that President Bush is reaching out to Democrats with a new health care policy he will reportedly announce during his State of the Union address on January 23. In saying that Bush is reaching out, however, Morrell mischaracterized Bush's plan and ignored the fact that Democrats oppose Bush's proposal specifically because it would raise taxes on certain workers. The Washington Post explained Bush's plan in a January 21 article : President Bush will propose a deep tax break for Americans who purchase their own medical insurance and would finance it with an unprecedented tax on a portion of high-priced health-care plans that workers receive from their employers, according to the White House. The initiative, which the president briefly previewed in his radio address yesterday, has a dual purpose: It would create a financial incentive for the estimated 46 million to 48 million Americans who lack health insurance to buy it. And it would rein in the soaring cost of health insurance by encouraging workers in high-priced plans to seek more modest coverage. [...] The proposal, which Bush plans to fully unveil in Tuesday's State of the Union address, marks a sharp departure for a president who has been criticized for advocating tax cuts that disproportionately benefit higher-income Americans. Administration officials familiar with the plan say it reflects the new political order in Washington, where Democrats now control both chambers of Congress. They refuse to characterize the plan as a tax increase because it raises no new money for the federal government. Instead, it would add a new tax on employer-provided health-care plans worth more than $15,000 to subsidize those who buy modestly priced plans out of their pockets. During Fox News' post-speech coverage of the State of the Union address on January 23, Fox News Washington bureau managing editor Brit Hume used the phrase gold-plated policies to refer to those employer-provided health insurance policies that would be taxed under President Bush's new health care proposal, but he did not identify it as the phrase Bush used as well during his weekly radio address to characterize those plans. In his January 20 radio address , Bush described his new proposal: BUSH: One of the most promising ways to make private health insurance more affordable is by reforming the Federal tax code. Today, the tax code unfairly penalizes people who do not get health insurance through their job. It unwisely encourages workers to choose overly expensive, gold-plated plans. The result is that insurance premiums rise, and many Americans cannot afford the coverage they need. We need to fix these problems, and one way to do so is to treat health insurance more like home ownership. The current tax code encourages home ownership by allowing you to deduct the interest on your mortgage from your taxes. We can reform the tax code, so that it provides a similar incentive for you to buy health insurance. So in my State of the Union Address next Tuesday, I will propose a tax reform designed to help make basic private health insurance more affordable -- whether you get it through your job or on your own. As Media Matters for America noted , Bush's plan has already drawn opposition from congressional Democrats who claim it will raise taxes for middle-class workers. Rep. Charles B. Rangel (D-NY), chairman of the House Ways and Means Committee, called Bush's proposal a bad policy, adding, We are trying to bring tax relief to the middle class. On the January 24 edition of MSNBC News Live , host Norah O'Donnell falsely claimed that President Bush's health care proposal is tax credits. In fact, Bush did not propose a tax credit but, rather, as the White House's fact sheet on the proposal states, A Standard [Tax] Deduction For Health Insurance. Tax credits and tax deductions are different, as the Internal Revenue Service explains as part of its Understanding Taxes education program: A tax deduction reduces income subject to tax, while a tax credit is a dollar-for-dollar reduction in the tax liability. Critics of the president's plan have argued that a credit would more effectively help those who cannot afford health insurance because credits are worth more to those who earn less. For example, a taxpayer who owes a 15 percent tax on $20,000 in taxable income would owe $3,000 in taxes. If she received a $3,000 tax deduction, that would reduce her taxable income to $17,000, and she would instead owe $2,550 -- $450 less -- in taxes. But if she received a $3,000 tax credit, it would reduce her tax bill to zero. Also, as a percentage of taxable income, tax credits are worth more to those with less taxable income, while, as The Washington Post pointed out on January 25, tax deductions are worth more to the affluent: Wealthier families who benefit from the deduction would get a much greater value than less-affluent families. The $15,000 deduction would be worth $5,250 to a family taxed at 35 percent but only $1,500 to one taxed in the 10 percent bracket. Some have criticized Bush for proposing a deduction rather than a credit, which, critics argue, would be more effective at helping those with lower incomes.
